Construction Products Regulation 2024/3110: requirements and transition
Overview
Short answer
Regulation (EU) 2024/3110 expands rules for construction product performance, conformity and information. Transition takes place by product family. Its general application from 8 January 2026 does not mean every construction product must meet all new requirements at the same time. Articles 95–96.
Legal status
Law in force with phased application
Generally applicable from 8 January 2026, with earlier and later exceptions and product-family transition. Articles 94–96 were checked on 11 October 2026.
Part 1
A new framework for construction products
The regulation covers construction products within its defined scope and includes performance rules and certain product requirements. Product family, intended use and technical specification determine the concrete assessment. Also read the exclusions in Article 2. Using a product on a construction site does not alone determine its regulatory route. Articles 1–3.
Part 2
When does the new framework start?
Under Article 95(9), specified requirements in Chapters I–III normally apply to the product family one year after adoption of the relevant implementing act under Article 5(8) or 6(1), unless that act sets a later date. Older standards may continue to apply during the transition. See our separate article on Construction Products Regulation 305/2011 for products remaining under it. Article 95.
Part 3
A combined declaration
The new framework uses a declaration of performance and conformity. It connects declared characteristics and relevant product requirements to the technical specification. Annex V provides the model. Do not simply replace the regulation number in an older declaration. Check the scope, assessment system and information actually required by the new product specification. Articles 13–18 and Annex V.
Part 4
Prepare environmental evidence
The framework develops environmental information in stages. Start by making materials, manufacturing data and calculation assumptions traceable to the correct product version. Distinguish measured performance, calculated values and missing information. The concrete declaration must follow the applicable specification and Article 15; a general environmental description does not replace that evidence. Article 15.
Part 5
Digital product passports are a separate step
Articles 75–80 establish the framework for construction digital product passports. The obligation in Article 80 is linked to the delegated act establishing the system. Do not infer one passport deadline for every construction product from the year 2026. Prepare identifiers, document owners, access rights and organised information so the evidence is usable when the relevant requirements apply. Articles 75–80.
Part 6
Plan a controlled transition
- List product families and current specifications.
- Monitor relevant implementing acts and dates.
- Compare old and new evidence requirements.
- Plan assessment, declaration and marking together.
- Retain the agreed transition for each product version.
This is a recommended working method. Keep earlier evidence so you can explain which framework was used for a product already sold.
Checklist
Key takeaways
- Check the product family’s technical specification and starting date.
- The new framework uses a declaration of performance and conformity.
- Environmental information needs traceable calculation evidence.
- Digital product passports follow a specific legal mechanism.
Questions and answers
Frequently asked questions
Have all new requirements applied since January 2026?
No. Article 95 links central duties to the product-family transition.
Does all earlier documentation become unusable?
No. Article 95(7) permits earlier evidence under specified conditions; its relevance needs assessment.
Must every construction product have a passport now?
That does not follow from the general date. Check the specific mechanism in Articles 75–80.
Is CE marking a building permit?
No. Declared characteristics need assessment against the concrete use and applicable building requirements.

How Verca can support the process
Verca links product information to documents and version history, helping organise evidence during transition. Technical assessments, environmental calculations and legal conclusions still need review. Platform.
